Before you apply

Applying for your Rwanda travel authorisation

Rwanda's travel authorisation is issued by Directorate General of Immigration and Emigration (DGIE), via Irembo platform. govr.me is a private, independent service — we are not a government department. We check your documents, complete the official form and submit your application for you. You can also apply yourself, directly and for the government fee only, at the official portal authority website.

What it costs

Government fee$50Set by the authority — the same wherever you apply
Our service fee$100Document check, form completion, submission & support
You pay$150From — final price shown before payment

Prices in USD. Our fee pays for our help only; it does not buy a faster government decision. Applying directly at the official portal costs the government fee alone.

May not need one

All African Union, Commonwealth, and Francophonie nationalities (~90+) can enter without an entry for up to 30 days. The online permit is for paperwork-first travellers from outside these blocs.

Passport

  • Valid for at least 6 months from your application date.
  • At least 1 blank page.

Photo

  • Size: 35 × 45 mm
  • Background: white
  • Format: JPEG, up to 2 MB
  • 600 × 600 px
  • Within last 6 months
  • Plain white or off-white

Documents you'll need

  • Coloured passport bio-page scan
  • Recent passport-style photo (white background)
  • Yellow fever vaccination certificate (mandatory if from endemic country)
  • Travel itinerary / return ticket
  • Hotel booking or invitation letter
  • EATV: first port-of-entry confirmation among Rwanda / Uganda / Kenya

How the application works

  1. Account login / register on Irembo
  2. Service selection — permit to enter Rwanda
  3. Permit type & travel purpose
  4. Personal & passport details + photo
  5. Document uploads
  6. Payment & submission

Payment: travel application; Mastercard; MTN MoMo / Airtel Money (residents); Bank transfer (some services). PDF emailed + downloadable from Irembo dashboard. QR-coded; scanned at Kigali International (KGL). 24–72 hours.

Do

  • Apply via the official Irembo portal — irembo.gov.rw — and avoid third-party agents.
  • Create or use an existing Irembo account (same login as for many Rwandan services).
  • Ensure your passport has at least 6 months validity beyond departure.
  • Carry your yellow-fever certificate even if you think you're exempt — Kigali airport spot-checks.
  • Apply at least 5 days ahead of travel as a buffer.
  • Print your entry approval and bring a paper copy alongside the digital QR.

Don't

  • Don't pay through unofficial intermediaries — Irembo handles payments natively.
  • Don't enter mismatched names/spellings — Rwanda is strict about MRZ alignment.
  • Don't submit a passport with less than 6 months validity remaining.
  • Don't overstay — Rwanda is small and well-monitored.
  • Don't try paid work or volunteering on a tourist permit — DGIE will deport.
  • Don't drop into other EAC countries on a Rwanda single-entry expecting re-entry — you'd need the EATV.

Why applications are refused

Decisions rest entirely with Directorate General of Immigration and Emigration (DGIE), via Irembo platform. The most common reasons an application is turned down:

  • Passport with insufficient validity (<6 months).
  • Photo specifications not met.
  • Missing or unclear yellow-fever certificate when required.
  • Incomplete supporting documents (no return ticket / accommodation proof).
  • Mismatched personal details between application and passport.
